BACKGROUND TO CONSULTATION

The Town and Country Planning (Local Planning) (England) Regulations 2012, (Regulation 12)
An initial consultation on the draft SPD was held between 5th February and 9th March 2021. The draft SPD has now been amended where necessary to address comments made during the consultation. The Consultation Statement explains where changes have been made to address the comments received and where amendments are not considered necessary.
The draft SPD sets out overarching principles for how the Council will approach development viability, where this is a consideration as part of the planning process. It provides guidance on the details that should be included in Viability Assessments and the Council’s approach to considering viability matters. The guidance and the approach are consistent with the National Planning Policy Framework (NPPF), national Planning Practice Guidance (PPG) and the RICS - Assessing viability in planning under the National Planning Policy Framework 2019 for England 1st edition, March 2021.
