Background

The City Council are seeking to prepare an Area Action Plan for South Lancaster that is robust, fully evidenced and has been thoroughly engaged upon with all interested parties. Whilst this takes time to achieve, it is important that effective progress is made on the Action Plan to provide certainty to all; certainty to the local community in terms of how development will evolve in South Lancaster and how key concerns will be addressed; certainty to the development industry and landowners in South Lancaster to ensure the land-uses of the area are well understood and the requirements on new developments are clear and certainty to other key stakeholders and statutory bodies to ensure that the Action Plan makes sound and robust decisions around how future development is achieved.

In order to achieve this, the City Council have been undertaking informal engagement across the course of 2022 with a range of stakeholders, cumulating in the publication of a series of Topic Papers for an 8-weeks. The Topic Papers look to set context and background to some of the issues and matters which the Action Plan will have to address and suggest potential approaches to how such matters could be addressed.

The first phase eight-week scoping Lancaster South Area Action Plan consultation on Topic Papers is taking place to Monday 9 January 2023.

Purpose of the Topic Papers Engagement

The topic papers set out the thoughts and potential approaches on key themes for the Area Action Plan.  The six Topic Papers are:  

  1. The Overall Development Strategy for the Area Action Plan 

  1. Travel, Transport and Connectivity 

  1. Addressing Climate Change and Community Resilience 

  1. The Natural Environment and Securing Biodiversity Net Gain 

  1. The Management of Water 

  1. The Creation of Sustainable Places and Communities. 

The Topic Papers provide background context to the issues described and some of the key opportunities and challenges in the Lancaster South areaOptions on how to address opportunities and challenges are explored.  

Publication of the Topic Papers will allow the community and stakeholders to highlight issues of concern and suggest potential options or approaches.
