Consultation has concluded
The Council has the option to regulate the table of fares for Lancaster licensed hackneys and we know that private hire services usually adopt the same. There is no Nationally agreed mechanism for revising fares and in 2014 Lancaster’s Licensing Committee decided to introduce a policy to apply RPI on an annual basis. However, the Council recognises that there maybe a better way to revise hackney carriage fares that is more appropriate and fair.
The taxi working group was set up in 2018 to work with representatives of the taxi trade to find a better approach but this has proved difficult. In 2019 the taxi working group agreed to apply a 20p increase to the flag fall and not to apply RPI.
In January 2022 Licensing Committee considered increasing the current tariff and recommended a further Increase of 50p on the flag fall but not to adjust the running rate. It was further recommended to again ask the taxi working group to look for a better way to review the table of fares.
The decision by Licensing committee was reported to the Council's Cabinet to consider before advertising the amended table of fares.
After an approach by a small number of hackney drivers, the Cabinet decided not to apply the fare increase and to ask the Licensing Manager to consult again with hackney drivers on an alternative tariff put forward by a hackney driver along with an option to apply RPI increase on the flag fall and running rate.
Therefore we are seeking your views as either a private hire driver/operator or hackney driver/operator on a tariff increase now and future options to revise the table of fares.
