Establishment of a new Registered Provider Strategic Partnership Framework

Lancaster City Council is asking for views on the proposed implementation of a new Registered Provider Strategic Partnership Framework.

Registered Providers are critical to the continued delivery of new social and affordable housing in the Lancaster district.

Lancaster City Council maintains an effective Registered Provider Strategic Partnership which comprises 11 existing members who actively engage in development opportunities.

There are a total of 36 Registered Providers who have an existing portfolio of housing in the Lancaster district, which includes specialist and supported housing, very small Registered Providers and those who are not currently pursuing development opportunities.

The council proposes to introduce a more structured process to evaluate the suitability of new and existing partners to ensure that all of the framework partners support and align to the council’s priorities, aims and objectives.

Stage 1 of the application process will ensure that members sign up to the council’s existing policies and procedures, which include the Choice Based Letting system, Nomination Agreement, and all current planning policies and obligations.

Stage 2 will consider the Registered Provider’s suitability and track record in relation to development, performance, and management of their existing housing portfolio, and compliance with the council’s Nomination Agreement, which is set out and scored against the criteria that can be found in the document section to the right of this page.
