Proposal for Burrow Beck Solar Farm

Since declaring a climate emergency in 2019, the council has been working to reduce its CO2 emissions. As part of this work, officers have been carrying out a review of land holdings to determine which parcels could accommodate renewable energy.
Burrow Beck has been identified as a site that could accommodate solar PV and the council has been developing a proposal to deliver a 4MW (mega-watt) plant consisting of approximately 10,500 solar panels.
Several detailed, technical and environmental surveys are currently being carried out to ensure any potential impact upon the environment, landscape, heritage and local residents is appropriately assessed and mitigated. The results of these surveys, along with feedback from the local community and stakeholders, will be considered as the design of the solar farm is refined and finalised. The assessments will be included when the planning application is made.
The delivery of the scheme is subject to planning permission being granted, and also to securing final Cabinet approval. It is anticipated that this will be provided by the end of autumn 2023. Should planning consent and approvals be provided, the council would aim to start the build in around 12-months’ time, aiming to complete before the end of summer 2024.

We’d like your views on the building of a potential new Burrow Beck solar farm on land just north of Bailrigg Lane in Lancaster. It’s part of the council’s commitment to being net zero carbon by 2030 and we’d love to hear what you think ahead of the formal planning application being submitted. Subject to planning and other permissions, it would generate electricity equivalent to the electrical usage of around 1,300 homes. This is enough to offset around 80% of the council’s electricity consumption.
